[Spellyans] ou or ow?

Everybody,
I’ve got a question concerning words that contain <ou>, <ov> and <ow>. I realise that <u> and <w> are used interchangeably in Middle Cornish, but can we make an educated guess as to whether the vowel sound in the following words can be categorised with the phoneme /ɔʊ/ or with the phoneme /uː/? The words below rhyme in MC verse, but in which vowel sound?
dout ~ dovt ~ dowt
stout ~ stovt ~ stowt
rout ~ rowt
clout ~ clowt
out ~ ovt ~ owt
fout ~ fovt ~ fowt
rovtia ~ rowtya
dovtya ~ dowtya
stowtya
